2012 Rules and Regulations (Revised 3/2/12)  Rule Book Disclaimer
The rules and/or regulations set forth herein are designed to provide for the orderly conduct of mud racing events. These rules shall govern the condition of all events, and by participating in these events, all participants are deemed to have complied with these rules. No expressed or implied warranty or safety shall result in publications of/or compliance with these rules and/or regulations. These rules and/or regulations are intended as a guide for the conduct in the sport of mud racing, and are in no way a guarantee against injury or death to a participant, spectator or official.

The total operations of these races are under the direct supervision of the Board of Directors. Anything not covered by these rules will be left to the Board of Directors. All decisions made by the Board are final and binding!!! We have established as fair and comprehensive rules as possible. Should some contingency arise that was unknown or unanticipated, an official will resolve the problem and come forth with a decision as soon as possible.

All participants (driver, vehicle owner, pit crew, etc.) are expected to know and abide by the rules set herein - ignorance will not be tolerated as an excuse!!! Anything passed through not being observed or detected does not make it legal. Cheating on engine modifications or any other set of rules will be determined by the board. Any rule pertaining to build-up not covered, shall be considered illegal. Omission of any point in these rules does not imply consent.



 

CONDUCT
Mud racing is a competitive sport, but like any other attraction that lives by the sport of the fans, there is a great deal of sportsmanship and public relations required. Starting on time, running the event in a professional manner and the conduct of the competitors both on and off the track must be considered for its survival and growth. Courteous conduct is expected of all participants. Horseplay, mud wrestling, throwing objects, reckless driving, foul language, or general bad conduct will NOT be tolerated.

If at any time an individual's actions or conduct are not in the best interest of the Association, (in the opinion of the officials), that individual will automatically lose points and/or winnings (or entry fee) for the day. Further problems with the same individual will result in their removal from the premises and it is possible that they will not be allowed to participate in future events.

Persons racing with the organization must understand that by entering the pit or race area, they are waiving the right to sue the UPMDA or track should they get injured. Each person is covered by whatever insurance they carry personally, and cannot expect the UPMDA or track to carry insurance for them. We try our best to make this a safe sport.
GENERAL RULES End of year Trophies will be awarded to all SANCTIONED members who have competed in a minimum of 3/4 of the sanctioned races. 1.            Seat belts and helmets are REQUIRED for drivers and co-drivers of the race vehicle. Seat belt must be securely fastened to the floor pan, frame or roll bar. They will be checked. A face shield or goggles are required in open vehicles or ones that do not have a windshield. A badly cracked windshield requires a face shield or goggles also.  For Super Stock, Pro Stock, Pro Mod Truck, Modified & Open – Mandatory complete doors with windows, window nets/cover or arm restraints. 

2.            All drivers and co-drivers must be eighteen(18) years of age and present a valid I.D. ( * sixteen(16) and seventeen(17) year old drivers will be allowed to drive/ co-drive as long as there is a signed waiver by parent/guardian on file, and a parent/guardian is present during the race). Only one co-driver per vehicle.  For Super Stock, Pro Stock, Pro Mod Truck, Modified & Open classes – There will be no co-driver allowed in the vehicle.

3.            Absolutely NO ALCOHOL in the pits until the conclusion of the day's event!!!! If a driver or co-driver or pit crew member wishes to drink after they are done racing, they will not be allowed back in the pits. Drivers and co-drivers who drink before they are done racing will be disqualified from their class and will receive no points for that UPMDA race. Their money will NOT be refunded. Anyone who is still under the influence, at our discretion, will not be allowed to register. NO WARNINGS!!!! Track officials, track workers, and UPMDA officials will not consume alcohol until all the races for the day have been completed.

4.            A race will consist of two passes so as to enable drivers the use of each lane. The driver with the lowest combined reaction time and elapsed time for the two runs will win that class. If the lanes are impassable, distance will be the deciding factor.

5.            A foul will disqualify a driver from that heat; the opponent will be the winner of said heat. A foul consists of :
A. leaving the lane to the left or right side of the pit
B. an early or false start
C. unsportsmanlike behavior or misconduct

6.            All vehicles must have at least two brakes, which are lockable, at the discretion of the Tech Inspector.

7.            Track lanes will not be dressed or changed in any way during a class, unless the lanes are unsafe, the entire class will be rerun. The track can only be watered or dressed between classes. The three race officials for that day will decide when the track needs to be dressed or watered.

8.            The start and finishing points on a vehicle will be determined by the furthest part forward of the vehicle. The entire vehicle must remain in bounds for the run to count.

9.            Any protest of a run, must be made within 30 minutes of the completion of that class or the completion of the next class, whichever comes first. It must be made in writing and be presented to one of the three officials introduced at the drivers meeting. Forms are available at the registration table.10. If any person is caught not following the rules as put forth by the UPMDA, they will lose their points for the day, as well as lose their money and their trophy. For this reason, the trophy presentations will be held at the end of the day...NO EXCEPTIONS! If a winner has to leave, they will have to get somebody else to pick up their trophy, or get it at the next race. If a sanctioned driver is caught a second time, they will lose their money, trophy and amount of place points they would have received for that year. A non-sanctioned driver caught a second time will lose their money, trophy, and they will not be allowed to race again.11.    Vehicles determined to be unsuitable for any race, according to our tech. inspectors discretion, will not be permitted to race.

12.    If your vehicle becomes stuck during a race, DO NOT SPIN THE TIRES AND DIG HOLES! Please use common sense, if this rule is ignored, you will be disqualified.

13.    Minimum of one tow hook or clevis at each end of the vehicle is MANDATORY!

14.    No chains or studs allowed.

15.    No unsecured objects in the vehicle.

16.    Neutral Safety Switch – Mandatory in All Classes

17.    A factory welded top or four point frame roll bar is MANDATORY! If you remove the top on a Blazer or Bronco style vehicle; a four point frame roll bar is MANDATORY!  For Super Stock, Pro Stock, Pro Mod Truck, Modified & Open classes – SANCTIONED DRIVERS, MANDATORY six point roll cage. All roll cage tubing must be a minimum of 1 ½” diameter with a .095 wall thickness.

18.    If a registered driver needs an alternate driver due to an emergency, the alternate driver must register at the table in the morning on race day and use the registered driver's sanction number.

19.    If your vehicle breaks - you're out! A substitute vehicle cannot be used for a second pass or any other class the broken vehicle is registered for. Your truck is sanctioned, and the points stay with the truck.

20.    If you are unable to get to the starting line, you will be given 5 MINUTES to get there. Five points will be deducted from your bonus points. After 5 minutes, you will forfeit that run. This rule will be strictly enforced.

21.    Entry fees will not be refunded. Pay back is calculated by the entries at the end of registration.

22.    Rules, decisions, and situations not covered by this rule book will be determined by the UPMDA officials. Rules and decisions made by the board are final and binding.

23.    ARGUMENTS: First Warning - Free, Second warning - 100 points, Third warning - out for the day, no money, points or trophy.

24.    There will be no dropping of races. (ex: your worst sanctioned race can’t be dropped from your total points for the points chase)

25.    When both vehicles are staged, you only have one chance. If you move before the light turns green, it will count as your run.

26.    There will be no "dipping of tires" at least one pass has to be made through a lane.

27.    There will be a Fastest Reaction time payout for each class at each race. Fastest reaction time cannot be lower than .500 on a full tree or .400 on a pro tree. Crossover/Delay boxes will not be allowed when trying for "Fastest Reaction Time" payout. The UPMDA board will determine the payout amount for the day.

28.    The UPMDA highly recommends running a roll bar in any vehicle that is used for racing unless specified as mandatory per class rules. See item #17.

29.    NO ONE but the UPMDA board members and tire packers will be allowed past the orange cones by the timing booth.
30.    In case of a light/ timing system error: You have the option to rerun immediately or go to the back of the class. This does not apply if you red light or go out of bounds.
31.    Line Lock will be allowed for all vehicles. These are encouraged for vehicles with manual transmissions.32.    Pro Stock, Pro Mod, Modified and Open classes will use a .400 pro tree.CLASSIFICATIONS:Vehicles will be divided into four basic classes: Stock, Super Stock, Modified and Open. If a driver wishes to race in other classes, they must pay the fees for each class entered and be ready when the class is called. A vehicle can run a maximum of two times per class, with two different drivers. The drivers who make the first pass on a freshly groomed track have the option to rerun. If they choose to rerun, their previous pass is erased and their re-run times will be used.

CLASS 1 – STREET STOCK:·        You MUST have current insurance and registration along with a street legal exhaust. ·        Tires must be D.O.T. approved. ·        Lift kits are allowed. ·        Your vehicle must hold 18” of direct manifold vacuum at 1000 RPM or discretion of tech inspector. ·        Only 2 of the following 3 modifications is allowed: Headers, Intake, or Carburetor.·        No traction aids are allowed.Class 2 - SUPER STOCK: ·        **Improved Stock trucks that choose to run in Super Stock may use cut tires.**·        Any racing suspensions are allowed. ·        Must have a COMPLETE OEM frame. Must have full length frame rails to meet the production dimensions.·        The vehicle must have a complete O.E.M. body in appearance, fiberglass bodies are OK. ·        Gutting of the vehicles interior is allowed. ·        No chain drives, no cut tires. ·        Tires must be D.O.T. approved. ·        If the vehicle is gutted, you must have a four point roll cage. MANDATORY six point roll cage for SANCTIONED DRIVERS.  Roll cage must be steel tubing or chromoly with a minimum wall thickness of .095. If you cut any support what-so-ever, you must have a roll cage. It is recommended to be one continuous loop over your head. ·        Radiators can be moved out of the engine compartment, but must be separated from the driver by a firewall (see modified class) or have an SFI approved driving suit. ·        Axles must remain in stock location of the frame being used. ·        The face of the harmonic balancer (not the bolt) must be forward or in the center of the front axle tube. ·        The engine can only have one carburetor. ·        There will be no after-market blowers, turbochargers, or fuel injection. ·        No fuels other than gas. ·        All vehicles must have two (2) return springs on the throttle linkage. ·        If you have a trans-brake, you must have an SFI approved transmission blanket or shield. (See definition for trans-brake) ·        You must have a firewall between the driver and the motor, or an SFI approved fire suit. ·        You must have a fire extinguisher reachable from the driver's seat and at least one drive shaft hoop per drive shaft to race.CLASS 3 – WOMEN’S: (see Class 6 – Improved Stock Class)·        Women’s class only. Up to and including Improved Trucks only.  Class 4 – MODIFIED: (Non-sanctioned class – Run as needed)·        The engine can have multiple carbs, fuel injection and NOS. There will be no aftermarket Blowers or turbo-chargers. ·        Gas or alcohol permitted.·        Rear engine acceptable.·        The seat may be located in the center. ·        Any body style or frame will be permitted.  MANDATORY six point roll cage.·        Altering the wheelbase or relocating the axles is allowed. ·        Chain drives or tube frames are permitted. ·        The vehicle can be lightened. ·        Tires must be D.O.T. approved. ·        Cut tires are permitted (see cut tire definition). ·        VW style buggies will race in this class. ·        All vehicles in this class will be required to have approved drive shaft hoops and a four point harness type seat belt. ·        Arm restraints or window nets/covers are MANDATORY.·        Each vehicle will also be required to have a kill switch mounted on the rear of the vehicle for the safety personnel in case of an accident. The switch must disconnect the entire electrical system, and render it completely inoperative. ·        The driver must be separated from the motor and the radiator by a firewall constructed of at least .035 aluminum, lexan, or steel; or have a SFI approved driving suit. ·        You are also required to have a fire extinguisher in the vehicle reachable by the driver when he is strapped-in.  CLASS 5 - PRO STOCK: ·        This class is using the same guidelines as the SUPER STOCK class except, the use of NOS with the appropriate safety equipment as defined. ·        The tires must be D.O.T. approved. Cut tires will be permitted (see cut tire definition).·        Can cut frame rails up to axles. The vehicle must retain the stock wheelbase as required for the make and model of frame being used.·        MANDATORY six point roll cage for SANCTIONED DRIVERS.·        Arm restraints or window nets/covers are MANDATORY.CLASS 6 - IMPROVED STOCK: ·        There is a 4 out of 6 modification rule. (5) of these modifications will put you into SUPER STOCK class. After-market intake, headers, a carburetor which did not come as stock equipment on a one-ton or less four wheel drive ( O.E.M. replacement carburetors’ are OK ), an engine swap, moving the radiator out of the engine compartment, or body swap. ·        OEM Aluminum blocks, heads & injection are allowed if they were available in a production one-ton or less four wheel drive truck.·        No air shifters or Trans. brakes. (You can have them, but don't use them)·        NO gutting of the vehicle will be allowed in STOCK CLASSES (see definition). ·        The engine must remain in the stock position. ·        No headers through the hood. ·        No chain drives or tube frames are allowed. ·        No aftermarket aluminum heads or race suspensions. ·        The body must retain a stock appearance. The seats must be located in stock position. ·        No relocation of axles. ·        Tires must be uncut D.O.T. approved, re-grooving to a stock configuration is permitted (see definition). ·        There is a vacuum rule in effect. All stock vehicles must be able to hold 12 inches of direct manifold vacuum at 1000 rpm; at any time asked to do so. You only get 2 chances at pulling vacuum. Let the Tech. Inspector know when you are ready to try. No timing adjustments after pulling vacuum!!!!! These vehicles must provide a port to be checked. If no port is provided, the vehicle will be allowed to race in SUPER STOCK class and be BARRED from STOCK class. ·        No racing fiberglass, panels must be OEM and retain stock appearance at the discretion of the Tech. Inspectors.·        Traction aids such as ladder or traction bars are allowed. Vehicle must retain complete stock OEM suspension.CLASS 7 – OPEN:·        Cut and scoop tires are allowed. ·        Aftermarket blowers and turbo-chargers will be allowed. ·        Must have an SFI approved blower restraint system. Aluminum studs (supercharger-to-manifold) mandatory.·        The engine can have multiple carbs, fuel injection and NOS. ·        Gas or alcohol permitted.·        No nitro methane or fuel accelerators allowed.·        Rear engine acceptable.·        For safety reasons these vehicles must have at least one drive shaft hoop per 24" of shaft (minimum of 2 hoops per shaft). Hoops must be securely mounted. ·        Tow hooks are required as well as two (2) return springs on the throttle linkage. ·        A four point harness is required. Arm restraints or window nets/covers are MANDATORY.·        Brake system must be able to lock all four wheels – 4 wheel brakes are highly recommended. Driveshaft brakes may be used along with wheel brakes. All driveshaft/driveline brakes must be located at the differential.·        Each vehicle must have a clearly marked kill switch mounted at the rear of the vehicle. This switch must be attainable from the outside of the vehicle by safety personnel in case of an accident. The switch must disconnect the entire electrical system, and render it completely inoperative. ·        Also, you must have a clearly marked kill switch and fire extinguisher, both reachable by the driver from a strapped position. An on-board fire extinguishing system is strongly recommended.·        The driver must be separated from the engine and radiator by a firewall constructed of at least .035 aluminum, Lexan, or steel.·        MANDATORY six point roll cage for SANCTIONED DRIVERS.  CLASS 8 - PRO MOD TRUCK: ·        This class is using the same guidelines as the SUPER STOCK class except, the use of NOS with the appropriate safety equipment as defined.·        The engine can have multiple carbs, fuel injection and NOS. There will be no aftermarket Blowers or turbo-chargers. ·        Gas or alcohol permitted.·        Any tire allowed.·        Can cut frame rails up to axles. The vehicle must retain the stock wheelbase as required for the make and model of frame being used.·        MANDATORY six point roll cage for SANCTIONED DRIVERS.·        Arm restraints or window nets/covers are MANDATORY.Class 9 – SHOWROOM STOCKTires:·        33” maximum D.O.T. tire. No cutting or grooving.Engine:·        Must be factory available engine in stock location – NO modifications.·        No headers - must be stock exhaust and intact. Dual exhaust and glass packs allowed.·        Must pull 17” or more of manifold vacuum @ 900 RPM or less on our gauge.·        Must have factory stroke only. No stroking or de-stroking, max overbore of .060.·        Electric water pumps are only allowed if they were on the vehicle from the factory. Electric fans and fuel pumps are allowed. Fans can be taken off.·        Must have 2 external return springs on the carburetor.·        OEM ignition only.Body:·        All exterior and interior panels to be intact and unmodified.·        After-market seats allowed.Frame and Suspension:·        Must be factory suspension design for that vehicle.·        Lift kits allowed. Maximum 4” body lift.Fuel:·        Pump gasoline or diesel fuel only. No aftermarket additives allowed.·        Fuel tanks must remain in stock location.·        No fuel cells allowed.CLASS 10 – CONSISTENCY:  Times are without reaction time, example: if a person runs a 6.20 in one lane and a 6.25 in the other lane, their score is a .05.  The second person runs a 5.00 and a 5.25, their score is a .25.  The first person is more consistent.     Any vehicle can run in this class, from a Street Stock thru Super Stock.  This can be re-evaluated in the future.   Fee for this class was discussed $20.00, with payout varying by the number of entries; there will be no trophies for this class.     There will be no sanctioning in this class for the first year.     The track will be ungroomed.  ***** MODIFIED and OPEN classes are open to only Pro Stock vehicles and up.  Full SFI approved fire suits are mandatory.

DEFINITIONS:


ENGINE SWAP: Installing a different brand or size engine not available as a factory option, into a vehicle. Such as a Ford into a Chevy, Chevy into a Jeep, etc. Installing a big block into a vehicle that was not available from the factory is an engine swap, (Ford 429 - 460 or Cleveland, Chevy 396 - 454, into a half-ton and so on).

REGROOVING: (D.O.T.) Cutting the original tread to enhance traction is allowed only in classes where cut tires are allowed. For all other classes, tires can only be cut to the stock depth as per the manufacturer’s specification (No enhancement to gain traction).There will be no cutting to alter or eliminate any of the original tread in the stock classes. Re-grooving tires as to change the original tread is PROHIBITED.

CUT TIRES: Cutting D.O.T. tires to change the original tread, altering, and eliminating tread is permitted in the PRO-STOCK, MODIFIED, OPEN, and UNLIMITED classes only.

TRANNY BRAKE: Must have a SFI approved tranny blanket, shield or case.

GUTTING:
DOORS: Removing more than plastic.
SEATS: Must have seating for two people.
WINDSHIELD: Missing (Not Stock)
BUMPERS: Must have one bumper.
FENDERS: Must have a stock appearance.
BOX: (pickup) must have full bed with sides or flatbed and be legal for street use and be able to carry a load. Sheet metal thickness - minimum of 1/8". Plywood thickness - 1/2" thick. Platform as wide as outside dimension of stock box must cover wheels at the proper width.
DASH: Some gauges may be missing.
NOS
You must have the following safety equipment:
TRANY SHIELD, BLANKET OR S.F.I. APPROVED CASE
FIRE EXTINGUISHER
KILL SWITCH mounted at the rear of the vehicle.
DRIVE SHAFT HOOPS
FLEX PLATE SHIELD and a Fire Suit is MANDATORY.

**For any vehicle with an open engine compartment, the driver must have a full SFI-approved fire suit.
